Terms of Reference and membership

Purpose of the Programme Board (PB)

The role of the Programme Board is to be responsible for recommending overall programme priorities and resource allocation to Executive Board (EB) and Council.

Specific Issues within the remit of Programme Board

  • Discussions of programme balance and funding issues
  • Advice to Executive Board (EB) and Council on Science Board recommendations
  • Budget planning for future years
  • Initiation of new programme initiatives
  • Funding strategies, such as policy on grants
  • Planning for future spending reviews

Programme Board will be made aware of the assessments of the science priority of programmes, as recommended by the scientific advisory process, by the Director of Science Programmes.

Programme Board will not concern itself with in-year operations management (the purview of the operations board) nor with in-year financial management, personnel issues or project management.

Where appropriate, Programme Board may meet jointly with Executive Board.

The Board will be supported by the Planning and Strategy Project Team (PSPT), which will act as a task force to deliver specific actions as required by Programme Board. Examples include budget planning exercises, data collection and document preparation for internal and external reviews, and developing future scenarios.

PSPT will meet independently of Programme Board as required, but PSPT members will normally be in attendance at Programme Board meetings.

  • John Collier (with the responsibility to cover grand challenge themes)
  • Ian Robson (with the responsibility to cover technology)
  • Barbara Ghinelli (with the responsibility to cover campuses and business development)
  • Andrew Taylor (with the responsibility to cover facilities)
  • Jane Tirard (with the responsibility to cover finance)
  • Richard Wade (with the responsibility to cover operations)
